Southern Oregon Regional Pilot Program (SORPP)

LRP2012-00003 - Executive Order 12-07: Southern Oregon Regional Pilot Program

On May 10, 2012, Governor Kitzhaber signed Executive Order (EO) 12-07 entitled “A Pilot Program for Regional Farm and Forest Land Conservation”.  EO 12-07 allows Jackson, Josephine, and Douglas counties to participate in a Pilot Program, which allows the counties to develop “a regional variation in what lands must be planned and managed as farm and forest lands” by creating regional definitions of farm and forest land different than the current statewide definitions.  The regional definitions will take the form of a petition submitted to the Land Conservation and Development Commission (LCDC).  Two or more counties must submit the petition for it to be considered by LCDC for rulemaking.

The three counties have contracted with the Rogue Valley Council of Governments (RVCOG) to be the financial administrator and host a regional website for the project.  Below is the contract between Jackson County and RVCOG for those services and the official project documents produced by Jackson County prior to the execution of the RVCOG contract.
