The State of Oregon mandates that all Sheriff’s Offices maintain a Civil Division. Its purpose and function is to serve and execute various legal processes issued by non-criminal courts and its subdivisions, as well as for the legal community and for the general public.
The Civil Division provides a wide variety of services to the citizens of Jackson County. Civil employees serve many documents including: summons, small claims, civil and criminal subpoenas, complaints, petitions, restraining orders, writs, and eviction notices. The Civil Division processes and issues concealed handgun licenses (CHL), and writs of foreclosure. They provide fingerprinting services for a variety of application, background, and licensing requirements.
Personnel in our Civil Division consists of one sergeant, two full-time deputies, one part-time deputy, three full-time clerks (with a fourth being hired) and three part-time clerks. We currently have two volunteers and two interns helping part time.
In 2015, Civil deputies attempted service of more than 14,000 documents, of which more than 10,700 were successfully served. Civil scheduled 519 foreclosure sales, closing 353 of them (the remainder were postponed, canceled, or withdrawn). More than 4,600 CHL applications were processed. This included new applications, renewals, and change of address requests.
Over the last few years, Civil has seen a substantial increase in property foreclosures and CHL applications. This has created quite a backlog. We have worked to maximize the productivity of our current staffing levels in the division, which has included welcoming volunteers and interns to assist us. We are implementing a new computerized foreclosure program to increase efficiency. We have allocated overtime in an effort to catch up with the ever-increasing workload. Please know that we are working hard to overcome the backlog; we apologize to anyone who has been inconvenienced by delays.
The Civil Division’s hours of operation are Monday through Friday, 8:00 a.m. – 5:00 p.m. We are closed for lunch from 12:30 – 1:00 p.m.
