Request for Qualifications and Proposals - Gas Station & Convenience Store Development

The Jackson County Airport Authority, a Department of Jackson County (“Airport Authority”), which owns and operat es the Rogue Valley International Medford Airport (“MFR”), is pleased to invite written proposals from qualified developers to enter into a long term ground lease agreement to design, finance, and build a gas station and convenience store , on a site adjacent to the airport terminal (“Site").

The Site will be up to 3.4 acres . The Site benefits from an excellent location within a five minute walk to the main terminal and other airport facilities. As stated, the Site is situated immediately adjacent to MFR Jackson County has conducted a feasibility study for the property and that study is available to bidders upon written request.

Through this Request for Qualifications/Proposals (“RFP”), the Airport Authority seeks to engage a highly qualified, financially capable Development Team to enter into a long term ground lease with the Airport Authority and perform all services necessary to successfully develop a gas station and convenience store (“Project”). This RFP is for a proposed real estate leasing transaction and therefore this is not a formal solicitation under ORS Chapter 279B or the Jackson County Local Contract Review Board rules.

Following a review of proposals submitted by interested Development Teams, the Airport Authority plans to interview those parties it determines to be best suited to successfully develop the Project. The Airport Authority anticipates entering into an Exclusive Negotiating Agreement/Letter of Intent (“ENA” or “LOI”) with the selected Development Team, and then , subject to approval of the Jackson County Board of Commissioners, execut e a Gas Station & Convenience Store Development Agreement and Ground Lease (“Development Agreement”) for the project.

Included in this RFP document is pertinent information concerning the proposed Gas Station and Convenience Store, the RFP process and a detailed description of the submission requirements should you desire to respond.
