Jackson County is pursuing several projects that will make improvements to Foothill Road from Delta Waters Road to Highway 140 over the next five years.  As we work toward completion of these projects we discovered the 1869 right-of-way for these portions of Foothill Road, like many other historical roads, are not well documented.  The Oregon Revised Statutes (ORS) has a process by which County governments can fully document the right-of-way location when such circumstances exist.  The process is called “Legalization” and is covered by ORS 368.201 through 368.221.

To ensure clarity for all property owners and for Jackson County, we are pursuing this legalization process on Foothill Road in segments.  The section between Delta Waters Road and a point north of Corey Road is now the second section to be processed.  The attached PDF contains a letter sent to residents along this portion of roadway, an index, and exhibit maps that summarize why the road requires legalization and where the right-of-way boundaries are proposed.  Jackson County believes this proposed right-of-way location matches the road location as defined in all recorded surveys since 1910 and so far we are not finding any impacts to private property.  These documents are also available for viewing in the Jackson County Roads Administration Office - 200 Antelope Road, White City OR 97503 between 8AM and 5PM M-F.

There will be an open house to review these project documents and have questions answered at the White City Library on Tuesday, June 4 from 4-6:30PM.  Furthermore, there will be a public hearing at the Jackson County Courthouse Auditorium on Wednesday, June 19 at 9:30AM.  Details of both of these opportunities are in the attached PDF letter.
