Criminal Investigations Division (CID)       

The Jackson County Sheriff’s Office Criminal Investigations Division consists of:

?   Criminal Investigations Supervisor - one sergeant

?   Major Crimes Unit:

      General Investigations - two full-time detectives and two extra help detectives

      Special Victims Unit - two detectives

?   Narcotics Investigations - one detective

?   Medical Examiner Program - two detectives

?   Property and Evidence - one technician

?   Criminal Data Analyst - one analyst

?   Cold Case Unit - one extra help investigator

?   Forensics Unit – two extra help latent print examiners.   

This week, I would like to provide information about our Major Crimes Unit, which consists of General Investigations and the Special Victims Unit. Our Major Crimes detectives are members of the Major Assault and Death Investigations Unit (MADIU) and they work closely with investigators from other law enforcement agencies, as well as with numerous victim and family support organizations.

Major Crimes - General Investigations

The detectives assigned to major crimes investigate cases involving; homicide, rape, robbery, assault, burglary, thefts, fraud, forgery, computer crimes, and elder/dependent abuse.  Detectives utilize information from crime analysts and from partnerships with other jurisdictions, to identify criminal trends and serial offenders.  Our detectives have investigated 59 cases and have written 81 reports in just the first quarter of 2016.

Earlier this month, detectives responded to a fatal shooting investigation in the 3900 block of S. Pacific Hwy. in Medford.  The Major Assault and Death Investigation Unit was called out for the case, and an extensive investigation was conducted.  Bradley Robert Quillen, 26, was ultimately arrested for the shooting death of 23-year-old Miguel Angel Delfin.  Detectives are still conducting follow-up on the case.  Anyone with information is asked to call JCSO at (541) 774-6800. Major Crimes – Special Victims Unit

The detectives assigned to the Special Victims Unit conduct criminal investigations into crimes involving the vulnerable.  These cases include child abuse, sexual assault, child neglect, and child exploitation.  The detectives work with the Department of Human Services (DHS), healthcare providers and participate in multi-disciplinary team reviews with the Jackson County Children's Advocacy Center  (JCCAC).  Thus far in 2016, the Special Victim’s Unit has investigated 46 cases, a majority of which involve allegations of physical or sexual abuse of a child.

The Jackson County Sheriff’s Office is currently implementing the You Have Options Program (YHOP) which provides a more victim-centered approach when investigating sexual assaults.  One of the primary goals of YHOP is to encourage victims of sexual assault to report the crime,  as sexual assaults are historically one of the more underreported.  This program requires specialized training, and the long term goal is for our office is to become YHOP certified.

In the coming weeks, I will be providing more information about the Criminal Investigations Division as well as other Divisions within the Support Services Bureau.
